Homeland Security recently published an extensive report,

which deserves the attention of warriors against terrorism.
It is titled "Secure Borders and Open Doors: Preserving Our
Welcome to the World in an Age of Terrorism." The following
recommendation in the report, which would result in the
greater scrutiny of foreign students entering the U.S.,
concerns the tightening up of "visa policy and processing":

The Department of State should expand its use of
management practices related to visa processing to
include more monitoring of outcomes and the achievement
of specific results -- including a maximum 30 -- day
wait time for visa interviews and improvements in
security and error reduction -- with systematic goals,
performance metrics, feedback, and improvements in
outcomes from year to year.
